The Maine Health Data Organization (MHDO). The Maine Health Data Organization (MHDO) is a 10-year contract funded by the State of Maine and  awarded to Human Services Research Institute (HSRI), NORC, and PCG Consulting (PCG). The Maine Health Data Organization (MHDO) was established by the Maine Legislature in 1996 as an independent executive agency responsible for the collection of clinical and financial health care information and created the nation's first All Payer Claims Database (APCD) in 2003. The MHDO contracted with the HSRI/NORC/PCG Team to transform the MHDO's current structure, technology, and overall APCD operations.   More
