Health Care

As the nation debates the merits of various options for reforming health care delivery and financing, policymakers rely on valid and reliable data and analysis to inform their decisions. NORC’s expertise and ongoing work in health care delivery and financing — including access to insurance, payment and delivery-system reform, benefit design, and quality measurement — advance stakeholders’ understanding of policies and programs, facilitate implementation, and contribute to important improvements in cost and quality.

NORC’s expert staff has extensive knowledge of all aspects of health care delivery, from private marketplaces and employer-sponsored insurance to Medicare and Medicaid; from large health care systems to small clinics; and from the needs of children to those of older adults, people with disabilities, and ethnic and racial minorities. Our expert team includes social scientists that acquire, collect, and analyze data from health care organizations and patients; evaluators; health services researchers; health-policy analysts; and professionals with first-hand experience running and supporting health care programs.

Our health care team offers expertise in acquiring and analyzing health care claims data and national health-related survey datasets. To help sponsors better understand a range of health policy issues, we also regularly conduct environmental scans involving semi-structured interviews, focus groups, expert panels, and site visits.

NORC’s Health Care staff work closely with colleagues in Health Sciences and Public Health to offer program, policy, and research solutions. Our work is guided by a commitment to long-lasting partnerships, transparency, and high-quality, nonpartisan research that improves health and health care for all people.

Representative Projects

2013 California Employer Health Benefits Survey. NORC and its partner National Research LLC will conduct telephone interviews over the spring and summer of 2013 with benefits managers through a representative sample of California businesses with three or more workers.  Results are released through an annual report in December of each year, along with a public use file More

Combatting Mental Illness Stigma and Discrimination. NORC has led formative research and outcome evaluation efforts for a California Mental Health Services Authority (CalMHSA) social marketing campaign promoting mental illness stigma and discrimination reduction.  More

Developing a Value-Based Insurance Design for Medicare. For this project, NORC produced a report for the Medicare Payment Advisory Commission (MedPAC) about approaches that payers are taking to redesign their benefit packages. More

Evaluate the Advancing System Improvements to Support Targets for Healthy People 2010 Program. The Advancing System Improvements to Support Targets for Healthy People 2010 (ASIST2010) program, funded through the Office on Women’s Health (OWH), is a unique program in at least two respects: it places emphasis on sex- and gender-based care, and is designed to improve health outcomes within the selected Healthy People 2010 focus area(s)—cancer, diabetes, heart disease and stroke, access to quality health services, educational and community-based programs, nutrition and overweight, and physical activity and fitness.  More

Health Care Innovation Awards Evaluation - Disease-Specific Portfolio. ​The Health Care Innovation Awards (HCIA) funds 108 initiatives across the country that propose compelling new ideas to further the three-part aim of better care for the individual, better health for populations, and lower costs through improvement of the care delivery process.  More

Innovation Accelerator Program - Value-Based Payment and Financial Simulations. As part of the Medicaid IAP, NORC was awarded a new contract in September, 2016, to provide technical support to approximately 10 state Medicaid agencies in designing, developing and/or implementing Value-Based Payment (VBP) approaches (i.e. payment models that reward performance in fee-for-service (FFS) and managed care, including alternative payment models and comprehensive population-based payments). More

Multiple System Utilization Among TRICARE Beneficiaries. This study seeks to describe the role of individual beneficiary choice for increased use of civilian care by analyzing outcomes and processes of care to determine if beneficiaries have care coordination problems.   More

National Resource Center (NRC) D1 Health IT Intellectual Property Issues. NORC was awarded a contract from the Department of Health and Human Services' (DHHS) Agency for Healthcare Research and Quality (AHRQ). The purpose of this project is to identify and engage experts to provide input on intellectual property issues relevant to the output of AHRQ's programs, and the health IT portfolio in particular. More

National Social Life, Health, and Aging Project (NSHAP). The National Social Life, Health and Aging Project (NSHAP) is a population-based study of health and social factors on a national scale, aiming to understand the well-being of older, community-dwelling Americans. More

The Medicare Current Beneficiary Survey. The Medicare Current Beneficiary Survey (MCBS), since its inception in 1991, has been an invaluable source of information for administering the Medicare program, estimating health care expenditures and sources of payment outlays for beneficiaries (including both Medicare covered and non-covered services), and creating a more-nuanced understanding of the health status of  beneficiaries and of how program changes impact health status. It is the leading source of information about the Medicare program and plays an essential role in monitoring and evaluating key provisions of the Affordable Care Act (ACA).  More
