Funded by KfW Entwicklungsbank, a German development bank that finances investments and accompanying consulting services in developing countries on behalf of the German Federal Ministry for Economic Cooperation and Development, NORC provided technical assistance related to the targeting and affordability of a KfW-funded housing loan program aimed at low-income households in Kyrgystan. 

Topics examined included terms and conditions for on-lending of KfW funds and the terms and conditions of loan products, (including products for home purchase, renovation and construction), with a strong focus on financial stability and consumer affordability.
