Charles manages analytic and technical assistance projects that inform federal, state, and local health care policy.

Charles is a senior research dirctor with over nine years of experience leading policy analysis, program implementation, and qualitative research for federal and state agencies responsible for Medicare, Medicaid, and Exchange programs.

Charles currently supports for the Assistant Secretary for Planning and Evaluation (ASPE) at the department of Health and Human Services in providing policy analysis and operational support to the Physician-Focused Payment Model Technical Advisory Committee (PTAC). In addition, Charles provides project management support for NORC’s evaluation of the Accountable Care Organization Realizing Equity and Community Health Model (ACO REACH) for the Centers for Medicare and Medicaid Services (CMS) Innovation Center.

Prior to joining NORC, Charles was a Senior Researcher for the American Institutes of Research (AIR) where he led multi-disciplinary teams supporting improper payment measurement programs for Medicare Advantage and the Affordable Care Act’s Federally Facilitated Exchanges. Prior to his AIR role, Charles oversaw program integrity policy making and operations as the Director of Provider Integrity and Operations for MassHealth, the Massachusetts Medicaid agency. At IMPAQ International, Charles led analytic reporting, policy analysis and stakeholder engagement activities to inform the Center for Medicare & Medicaid Services’ (CMS) oversight of Qualified Health Plans offered on the individual and small group marketplaces.
