Cathy Buffington
Cathy is a recognized expert in economic measurement, bringing over 25 years of experience from the U.S. Census Bureau, where she created new business survey programs, collaborated with subject matter experts to improve existing collections, and served as the senior executive leading 12 principal federal economic indicator programs. With a strong record of transforming ideas into scalable products, Cathy provides solutions for organizations looking to enhance their measurement efforts, improve the relevance and quality of their data outputs, and increase the impact of their findings.
Cathy has extensive experience creating, improving, and leading large-scale data programs. She has demonstrated expertise in designing and leading national business surveys, including the Small Business Pulse Survey and its successor, the Business Trends & Outlook Survey. She has led critical high-frequency economic indicators of retail sales, housing starts, and manufacturing, as well as administrative data programs including international trade and business formation statistics. She excels at partnering with subject matter experts to produce innovative, high-quality data products and research. Her recent work includes identifying the use of emerging technologies, including robotics and artificial intelligence, and measuring their impact on the labor force.
