Jennifer is a qualitative researcher with experience designing and leading mixed-methods evaluation activities for state and federal clients.
Jennifer manages and leads activities for several large-scale evaluations. At NORC, she leads qualitative data collection and analysis efforts focused on Medicaid/Medicare financing and delivery, state health policy, care delivery transformation in primary care and safety-net systems, and community health and well-being.
Her portfolio for the Center for Medicare and Medicaid Innovation includes mixed-methods evaluations of state payment and delivery models, such as the Vermont All-Payer Accountable Care Organization Model and the Pennsylvania Rural Health Model. She recently led engagement activities in support of the Health Resources and Services Administration's work to examine how to better capture the structural and social determinants of health and incorporate a health equity framework into the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) performance measures. With state clients, her work has focused on designing and implementing a Centers for Medicare & Medicaid Services-approved evaluation for Vermont’s Medicaid Section 1115 Demonstration and consulting on Vermont's Social Determinants of Health Roadmap.
