Lateefah Hughes Joins NORC at the University of Chicago as a Vice President in the Health Care Research Department

CHICAGO, July 15, 2021—Lateefah Hughes has joined NORC at the University of Chicago as a vice president in the Health Care Research Department.

Hughes will support NORC’s work in policy, evaluation, and program design related to health care. She will support the continued evolution of NORC’s Health Care Research Department, solidifying existing relationships, fostering new connections, and contributing to the ongoing leadership development that NORC values as part of its culture of growth and learning.

“Lateefah’s understanding of the technical underpinnings behind Medicare and the Affordable Care Act and her passion for addressing policy challenges with solutions grounded in data will help NORC provide trustworthy research that enhances the benefit of health care programs for millions of Americans,” said Adil Moiduddin, senior vice president of NORC’s health care division. “We are eager to expand NORC’s contributions to thorny problems in health care with a new expert supporting this critical work.”

Hughes has a background in health services research and policy development, and develops data concepts to drive innovative decisions in health care policy. Her thought leadership and business development skills support policy development in the health care space, specifically with program implementation experience for Medicare Part C, Medicare Part D, and the Affordable Care Act (ACA). As part of her work in the ACA, Hughes led the implementation of the Premium Stabilization programs, including risk adjustment and its associated operational policies for the External Data Gathering Environment (EDGE) server implementation.

Prior to joining NORC, Hughes spent a combined 20 years at A. Reddix & Associates, the Centers for Medicare & Medicaid Services (CMS), and Maryland Department of Health & Mental Hygiene. Throughout her various roles, Hughes supported Medicare risk adjustment and data validation payment policy, program integrity and oversight for Medicare and the ACA, provider customer service, ACA payment policy and financial management, data modelling and machine learning, policy development, and Medicaid programs.

Hughes earned a Bachelor of Science from University of Maryland Eastern Shore, a Master of Science from the University of Baltimore, and a Doctorate in Public Health from Morgan State University.
