NORC Welcomes Matthew Stagner as Senior Fellow in Education & Child Development

CHICAGO, September 12, 2024 — NORC at the University of Chicago is pleased to announce that Matthew Stagner has joined the organization as a senior fellow in the Education & Child Development (ECD) department

Stagner is a nationally known expert on youth policy, child welfare, and teen pregnancy prevention, as well as evaluation design and the role of research in policymaking. Much of his recent work has focused on policies and programs for vulnerable youth and families, such as youth transitioning out of foster care and fathers in the child welfare system.

"His deep commitment to improving the lives of children and his vast experience in social policy research will be invaluable as we continue to expand our work. Stagner's career spans over 40 years, during which he has held various leadership roles and contributed to groundbreaking research on topics including child maltreatment prevention, parenting programs, teen pregnancy prevention, and child welfare services. He joins NORC from Mathematica, where he served as vice president and director of the Chicago office.

Prior to joining Mathematica, Stagner served as executive director of Chapin Hall at the University of Chicago. He also served as director of the Center on Labor, Human Services, and Population at the Urban Institute and as director of the Division of Children and Youth Policy in the Office of the Assistant Secretary for Planning and Evaluation at the U.S. Department of Health and Human Services (HHS). 

Early in his career, Stagner received the National Partnership for Reinventing Government “Hammer Award” for his help in creating the Federal Interagency Forum on Child and Family Statistics, as well as the Secretary’s Commendable Service Award. He is a past president of the Association for Public Policy Analysis & Management and served before that as the organization’s treasurer and a member of its Policy Council.

He holds a PhD from the Harris School of Public Policy at the University of Chicago, and a master’s in public policy from Harvard University.
