David was a senior partner at the law firm of Arnold & Porter, where he served on the Policy Committee managing the firm’s operations and headed the firm’s intellectual property practice. His international projects have ranged from biotechnology patent arbitrations and telecommunications ventures to information technology and licensing agreements. His primary legal expertise is in the area of government contracts and grants. 

David has handled a wide variety of government procurement issues including audits, investigations (both civil and criminal), Congressional inquiries, bid protests, change orders, performance disputes, cost accounting matters, and claims. He has litigated government contracts cases in Federal District Courts and in the Court of Federal Claims. He has represented several Fortune 100 companies but developed a sub-specialty representing nonprofits and research universities. He is a graduate of the University of Chicago Law School.
