Elizabeth McOsker
Elizabeth brings eleven years of experience in public health program management and quality improvement. Her expertise includes behavioral health, developing and analyzing surveys and metrics, Medicaid policy and operations, and project management.
She serves as project manager for the Certified Community Behavioral Health Clinic Demonstration, the Medicaid Financial Oversight and Analysis, and the Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) project, all for Centers for Medicare & Medicaid Services (CMS), and serves as the task lead to develop a National Technical Assistance Center for crisis services for the Improving Care for Medicaid and CHIP Beneficiaries with Complex Needs project. She also led an administrative cost reduction analysis for the State of New Mexico. She has served as a task lead/adviser for an environmental scan, case studies, and technical assistance for the EPSDT project and has led several technical assistance tasks for the CMS Office of Minority Health.
Prior to NORC, Elizabeth worked at Connecticut’s Behavioral Health ASO where she managed the state’s behavioral health HEDIS and CMS Core measures. She also led the Analytics and Reporting for Connecticut’s SUPPORT Act Section 1003 project, using mixed methods to assess the substance use disorder treatment system in Connecticut and develop recommendations for system transformation.
