Kathleen has over a decade of experience working with federal, state, and private companies to assess health care policies and reform.

Currently, Kathleen serves as the project manager and technical lead to support the Centers for Medicare & Medicaid Services (CMS) operations of the Financial Alignment Initiative model. In this role, she manages the production of monthly data reports submitted to CMS, oversees a team of researchers who offer technical assistance to the health plans participating in the model, and supports quality withhold payment and performance measurement activities. Prior to starting her current role, Kathleen managed the team’s data collection system and the monthly data collection process from roughly 40 national health plans.

Kathleen has also served on numerous evaluation and policy reform projects over her time with NORC. For CMS’s Innovation Center, she helped evaluate the Next Generation Accountable Care Organization model. She also managed NORC’s team that supports HHS’s Office of the Assistant Secretary for Planning and Evaluation’s role in running the Physician-Focused Payment Model Technical Advisory Committee.

Prior to joining NORC, Kathleen was a policy analyst with Truven Health Analytics (now part of Merative). In this role, she provided healt hcare and benefit design insights to multiple Fortune 500 companies through targeted data analytics using medical, prescription drugs, and other types of health care claims.
