Tarcia is a skilled project manager with diverse experience across the health care industry.

Tarcia is a senior research director with technical expertise in project management (PMBOK) and process improvement (Lean Six Sigma) that she applies to an array of NORC’s health care research and evaluation projects.

Tarcia provides project management and oversight support to several quantitative and qualitative analytic and technical assistance projects with the Office of Science and Data Policy (SDP) of the Assistant Secretary of Planning and Evaluation. She supports policy analysis and evaluation for a wide range of issues across the Department of Health and Human Services, including the Agency for Healthcare Research and Quality (AHRQ), Centers for Disease Control and Prevention (CDC), the Food and Drug Administration (FDA), the National Institutes of Health (NIH), and the Assistant Secretary for Preparedness and Response (ASPR).

Before joining NORC, Tarcia served as a healthcare policy and compliance manager for a small woman-owned business where she provided program evaluation and oversight for CMS.
