Senior Data Scientist

Wen is a senior data scientist with expertise in analyzing health care claim data and managing large datasets.

She provides subject matter expertise on Medicare, Medicaid and commercial claims data structures and has experience of creating patient or episode-based access to care, quality of care and TCOC measures, and developing claim-based algorithms for federal and state monitoring and evaluation projects.

Wen currently led the claim analysis to develop statistical algorithm for calculating Net Savings To Medicare (NSM) and Performance-based Payment for CMMI Emergency Triage, Treat, and Transport (ET3) model. Wen is directing the construction and validation of claim-based measures using OPTUM and SEER Cancer Registry and Medicare claims. She also led the development and implementation work of automated data processing and analysis algorithms to monitor SUD diagnosis, treatment, and utilization outcomes for Rhode Island’s section 1115 Medicaid demonstration evaluation project; She designed and developed the data quality reporting packages for HCCI all-payers claim database (APCD) projects. She serves as a data expert on Next Generation Accountable Care Organization (ACO), the Vermont All-Payer ACO models.

Prior to joining NORC, Wen worked for Telligen, where she utilized Medicare claims data and data collected from QIN-QIOs to develop quality of care measures. She was also responsible for generating reports to support hospitals and physicians who seek technical assistance to improve their quality reporting.
