Dave  is a senior data scientist with more than 10 years of data engineering experience providing analytic and capacity building support to government agencies across the safety net system. He is an expert in diverse methods spanning the data lifecycle from acquisition, through processing, storage, management, and analysis. Dave specializes in the design, development, and administration of relational SQL databases and providing technical and educational support to data users including academic, nonprofit, and government partners. He is also experienced in geographic information systems and record linkage techniques as well as programming languages including SQL, R, Python, SAS, Stata, and shell scripting. In addition to his technical expertise, Dave possesses deep domain knowledge of many aspects of the safety net system including unemployment insurance, workforce development, human services, and child welfare.

At NORC, Dave led work with the Illinois Department of Employment Security to develop performance indicators for use in the unemployment insurance and workforce development systems. He has also contributed to other State of Illinois projects such as the Illinois Longitudinal Data System, the Illinois Population Estimates Program, and Healthy Illinois. Additionally, Dave has been involved in developing database infrastructure at NORC through his work on the National Frame Database and a pilot project to deploy PostGIS.

Before coming to NORC, Dave spent eight years at Chapin Hall at the University of Chicago, where he worked with state agencies across the social safety net system to gain insights into the populations they serve using administrative data. This included data and analytic support work across the unemployment insurance, workforce development, human services, and child welfare systems,in Illinois and beyond. In addition to his role at NORC, Dave currently co-teaches a Policy Lab course at the Harris School of Public Policy at the University of Chicago.
