Jeff is a solutions delivery and operations leader with over 25 years working with clients to achieve their program modernization, service and product transformation, and technology innovation goals.

Jeffrey oversees all areas of business development, client engagement, portfolio management, operations, and product development for the ADS Center.

Jeffrey guides the vision, direction, and growth of the ADS Center and oversees the NORC Data Enclave®, an industry-defining secure data infrastructure and collaboration platform. The ADS Center provides public and private organizations secure future-ready data services, high-performance research computing technologies, and advanced analytics.

With more than 20 years of experience in the industry, Jeffrey actively supports the development of his teams to ensure their success, while providing thoughtful counsel to clients and partners. He establishes connections with his stakeholders and offers clear communication around complex and technical topics.

Before joining NORC, Jeffrey founded a veteran-owned management consultancy supporting public and private sector clients. Jeffrey has directed both large and small scale implementations for clients including state health care, human service, and IT agencies. Prior to management consulting, Jeffrey held a number of positions previously with NORC and other organizations, providing management consulting and delivering IT services.
