NORC Welcomes Alicia Garcia as Vice President of Education & Child Development

CHICAGO, May 7, 2024 — NORC at the University of Chicago is pleased to welcome Alicia Garcia as vice president of Education & Child Development (ECD).
Garcia is an education law and policy expert with more than 16 years of experience advising school districts and state clients on education equity and quality issues. She has led projects for large-scale contracts and grants and overseen education policy and technical assistance for organization-wide projects.
“Alicia’s expertise in education research, policy, and practice will be invaluable as we support the needs of our clients,” said ECD senior vice president Jennifer Hamilton. “Her leadership advancing the utilization of research to make decisions at the state and local levels will be impactful.”
As vice president of ECD, Garcia will lead strategy development and implementation of the department’s growing portfolio of evaluation and technical assistance work from federal agencies.
“We are thrilled to welcome Alicia to our leadership team,” said executive vice president of research Krishna Kumar. “Alicia is a proven leader with an impressive track record of advising officials at all levels. We’re excited for her to bring this experience to forging new partnerships and increasing our influence.”
Garcia joins NORC from AIR, where she was a managing director and deputy director of the Regional Educational Laboratory Southwest, a research center funded by the Institute of Education Sciences in the U.S. Department of Education.
“I’m excited to join NORC’s mission of providing objective data and analysis to guide education decision-making,” said Garcia. “Building on their excellent work, I look forward to building new partnerships and expanding NORC’s impact.”
Garcia holds a JD from the University of Texas and is a member of the American Educational Research Association.
